issued to the ASPs by the PMG in Central Region - reg

Ref :     i.   PMG, CR memo No. STA/101-07/2011/TR dated 30.09.2011.
            ii.  CPMG’s letter No. STA/2-7/2011 dated 14.10.2011. 

1.         Before going deep in to our grievances, I, being the Circle Secretary of this Association would like to convey my heartfelt thanks - on behalf of my members - to our CPMG madam for having intervened and issued, not only humanitarian but also justified instructions (vide letter cited under reference - ii above) to the PMG, CR to cancel the massive transfer orders issued to eight of our ASPs. But……

Flash : IP GP Judgement of CAT, Ernakulam Bench


IP Grade Pay case (OA 381/10) was allowed by the Hon’ble CAT, Ernakulam Bench today with a direction to the Secretary (Ministry of Finance) to take necessary action to upgrade the Grade Pay of Inspector Posts to Rs.4600 as per the recommendations of the 6th Pay Commission which would make them at par with Inspectors of Income Tax and others Inspectors. The Hon’ble Tribunal also observed that this would make the GP of IPs at par with the present GP of ASPs and hence it would be desirable to upgrade the GP of ASPs as well accordingly.


More details will be informed on receipt of copy of judgement.

IP Promotional Committee meeting


As notified by the Department, I alongwith Shri Hari Mohan, Circle Secretary, Punjab Circle Branch attended the meeting of the committee for looking in promotional prospects of IPOs/ASPOs. The meeting was held under the chairpersonship of the Member(P) in cordial atmosphere.

At the outset, we demanded for upgradation of GP of Rs.4200/- to Rs.4600/- for IP and merger of the post of the ASP with the post of PS Group 'B' in order to remove anomoly in the hiechary of IPOs/ASPOs cadre. The chairperson informed that it is not possible in view of the observations of the Secretary (Posts) in the meeting held on 11.08.2011. Proposal submitted by the Association to the Department on 27.09.2011 will not be acceptable to the DOPT/MOF. Hence, it is not possible to consider the same at this stage.

It was suggested by the official side that in order to upgrade  the GP of IP from Rs.4200/- to Rs. 4600/- and to   increase promotional prosepcts of IPOs/ASPOs, all posts of ASP (HQ)/OS in JTS/STS Divisions in Postal/RMS will be upgraded as Dy. Supdt. in P.S. Group 'B' with GP Rs.4800/- alongwith upgradation of some posts of ASP/IP in PTC/R.O./C.O./ Speed Post Centres in to P.S.Group 'B'. Remaining posts of ASPOs will be merged with the posts of IPOs with GP of Rs.4600/- to remove the problem of hiechary and to make it comparable with the Inspectors in CBDT/ CBEC. Necessary data in this regard will be collected by the Establishment Division of the  Postal Directorate from all Circles and the matter will be discussed in the next meeting to be held on 03.11.2011.

Flash : CR Issues - Transfer orders canceleld by CPMG


Yes, our pathetic voices….really….reached our benign Chief PMG Madam.

It is ascertained from reliable sources that the brutal & massive transfer orders issued to eight of our ASPs in Central Region, Tiruchirapalli (TN), by its PMG has been cancelled by our beloved, benign Chief PMG Madam, today. This would not have been possible, but for the support & solidarity shown by our members, not only from us, but also from other sister unions.

This Association does not want to discuss in depth, the positive reaction of our Chief PMG to the negative action of PMG, CR….….which is not our concern. But this Association always assures the Administration that we are not against the policies, targets etc., etc. but we will also fight for our right.  

This Association thanks the PMG, Central Region for having given us an opportunity to show our solidarity.  

This Association also takes this opportunity to thank Shri.K.V.Sridharan, the General Secretary of AIPEU, Group C (CHQ) and Shri.J.Ramamurthy, CS of AIPEU, Group C, Tamil Nadu Circle for extending their support to us. We will also reciprocate…..whenever needed.

Here, it may not be wrong to say, that the TN Circle Branch of this Association is not able to understand the reasons for the non reaction of our GS (CHQ) in this issue. This cannot be ignored as an issue relates to a particular Region or a Region in a particular Circle. The CHQ should remember that it is a massive attack on our Cadre. If there is no reaction to this issue then for what else our CHQ is going to fight..?

CR issues - Meet with CPMG

 YES, our voice reached benign Chief PMG Madam.

On 13th Oct 2011, the Circle Secretary & Circle Treasurer along with Shri. M. Sebastian, SAS, RO, Tiruchi & Shri. K. Ajathasathru, ASP (HQ), Mayiladuthurai Division met our Chief PMG Madam at CO, Chennai and conveyed the displeasure & unpleasant situation prevailing in Central Region consequent to the massive transfer orders issued by PMG, CR to eight of our ASPs. 

On 13.10.2011, even though there was tensioned situation prevailed at CO and also Madam & other officers were very busy in DAK Sewa Award function, our Chief PMG Madam spent few minutes for us and heard our grievances relating to ‘massive transfer issue’ in CR, patiently. After a deep discussion, Madam assured to settle the issue within a couple of days, favorably.

Let us hope for the best.

Unpleasant situation in Central Region

Unpleasant situation in Central Region.

1.         On 30.09.2011 (Friday), Shri. Bahadur Singh, IPS, Postmaster General, Central Region, Tiruchirapalli (TN) had issued transfer orders to eight ASPs in the middle of the academic year, that too even before completion of their tenure. 

2.         Even before the aggrieved ASPs informed the matter to this Association, the Circle Secretary on hearing the news from reliable sources, the following actions have been taken to restore the normalcy.
