Minutes of CWC - Yercaud on 29.10.10.

Dear Comrades,

As scheduled, the Circle Working Committee (CWC) meeting of our AIAIPASP Association was held at Yercaud (Salem – TN) on 29th October 2010. During the CWC, the following subjects were taken for discussion and decisions were taken unanimously. The Circle Secretary has been directed to take up the matters / decisions to the authorities concerned.

i.          Examination Invigilation duty :            

            The Examination Invigilation duties are mostly done by us on Sundays and Holidays. As the honorarium paid for attending such Invigilation duties is very meager, a decision was taken in this CWC to represent to the CPMG, to exclude our IP / ASP cadre from such Invigilation / Squad duties, during Sundays & Holidays.

If duties are assigned, all IPs / ASPs will attend the Invigilation duties, but they will not take the honorarium sanctioned at the existing rates.

Action Taken : Accordingly the CS has submitted a letter to Chief PMG on 01.11.2010 and copies were sent to all the Regional PMsG. However, the comrades are further requested to attend the Invigilation duties, if they are assigned, but not to take the honorarium sanctioned.

ii.          IO / PO Honorarium :  

a). No uniform honorarium is paid in our Circle. Some IPs / ASPs are well paid and for others are getting very meager amount as Rs. 250 or Rs. 500 etc. Even though orders are very clear, but no uniformity is followed in our Circle. Even for such meager amount, the Daily Order Sheets and Depositions are demanded in some Regions, while submitting the Honorarium Bills. This will be taken up with our Chief PMG.

b). Imparting Training on Inquiry Officer / Presenting Officer to the newly recruited IPs and even for Seniors who were not trained. This will be taken up with our Chief PMG. 

iii.         Road mileage :           

            There is no restriction in FR / SR for claiming of Road mileage by the Inspectorial staff. Mode of travel is at the discretion of the travelling Officer. Vide letters No. ESB/122-7/95 dated 21.03.96 and letter No. APA/56-1/99 Rlgs dated 31.10.2007 of Chief PMG, Road mileage can be claimed up to 200 km & 100 Km, in r/o tours and local journeys, respectively.  But many Divisional Heads refused to grant eligible Scooter mileage or restricting to their convenience, stating that :
-          It is their discretionary powers.
-          Merit of the case &
-          The nature of the work performed.
This was already discussed during last Four-monthly meeting with Chief PMG also. Again, this will be taken up with our Chief PMG not to impose any restrictions in granting Scooter mileage and to instruct all the Divisional Heads to follow the rules, throughout the Circle. 

iv.         Merger of IRM / ASRM Association with our IP / ASP Association :

            Being an All India Issue, the merger has to be taken up with our CHQ and the Circle Association has no role to play in the merger. However this CWC wholeheartedly welcome the members of IRM / ASRM Association of TN Circle to join our IP / ASP Association, without any precondition and by paying six-months subscription in advance, as per our constitution.  The willing IRM / ASRM members are requested to contact the CS, for further action.

v.         Building Fund : 

            This CWC has deposed faith on the body and authorized the CS to purchase a site at Yercaud (Salem – TN), after obtaining the Legal opinion & other pre-formalities. The CWC members visited and inspected few sites identified by the CS and expressed their satisfaction.

Action:             The process of getting legal opinion is in progress and the site will be purchased shortly. 

vi.         Appointing authority to Postman cadre :

            Of late, some of the Divisional Heads in our Circle are issuing the appointment orders to the GDSs, promoted as Postman, directly appointing them as Postman in the HOs / SOs in the Sub Divisions, which are under the control of Sub Divisional Heads. As per the Rulings on the subject, they have to be initially allotted to the Sub Divisions and then the SAAs concerned will order the place of posting. But this is not strictly adhered by some of the Divisional Heads. If the Divisional Heads are directly issuing the appointment orders to the GDSs, promoted as Postman, then what is the need for maintaining the CRs, PFs at the Sub Divisions? Considering the increasing work load at the Sub Divisions and non availability of any sort of assistance, even the leave sanctioning power can be given to the Divisional Head, along with the maintenance of CRs/PFs.

The CWC has directed the CS to take up the matter with Chief PMG and to confirm the correct Rulings / Procedure.

vii.        Delivery of free Text Books :

            During last year, lots of problems were faced by the IPs / ASPs in delivering the free Textbooks.  We, the IPs / ASPs, being the middle level Managers, could not go to the bottom level in bargaining with the Fleet owners, Coolies for loading / unloading and even with the staff of the Text Book Corporation.  Many of the IPs / ASPs have expressed their untold sufferings in carrying out this task and many of us have worked even in the late night hours. Many of us have spent their own money.

One of the Divisional Head in Western Region has directed the IPs / ASPs in his Division to refund the excess expenditure incurred by them. Even an ASP has been directed to refund a sum of Rs. 22,346. On the other hand, most of the Divisional Heads in Western Region have charged the actual expenditure incurred by the IPs / ASPs in their Divisions and the same were approved by the Regional PMG.

Further, considering the revenue generated in this task, we are not against this work, but the IPs / ASPs cadre should not be degraded by entrusting laborious work. This CWC has directed the CS to take up the matter with the Chief PMG and ensure that:
-          No amount is recovered from IP / ASP cadre, in this regard.
-          The IP / ASP will do only the monitoring work as defined.
-          The nature of duties assigned to the IP / ASP in this task, may be enlightened specifically.
-          The Fleet, Foolies for loading/unloading should be fixed by the Administration and not by the IP/ASP.

viii.       PSI :

            Discussions, in depth, in connection with affiliation of PSI with our IP / ASP Association took place.  Mostly all the members expressed their unhappiness about the functioning of PSI with our Association and raised many questions:
-          What is the need for affiliating PSI with us?
-          Whether our IP / ASP Association is affiliated to PSI?
-          If yes, who has done it & under what authority?
-          Is any quota is paid to PSI, either from Circle or from CHQ?
-          Is there any monetary benefit from PSI to our IP / ASP Association, so far?
-          Many a times, meetings & workshops are conducted in our Circle, even without the knowledge of the CS or to any of the CWC members or local IPs / ASPs. Why? 
-          Repeatedly, only particular IPs / ASPs have flown to Foreign Fountries and visited many places in India. How and Who have nominated them?

As the above questions remain unanswered, this CWC unanimously decided to take action to de-link the affiliation of our Association with PSI. The CS has been directed by the CWC to take up this matter with GS at CHQ and with the concerned spokesman of PSI. 

The CWC discussions / decisions held at Yercaud (Salem –TN) on 29.10.2010 are published in to the website, for information to all the members of our Association. The action taken by the CS will also be published in to the website, then and there, in due course.

Exclusion from Invigilattion duties

Sub:     Excluding our IP/ASP cadre from exam invigilation duties due to payment of meager honorarium – reg.

Ref :     The resolution passed in the Circle Working Committee Meeting held at Yarcaud on 29th October 2010.

The examination process for recruitment of PAs/SAs is under way and our IP/ASP staff will be asked to perform the invigilator/supervisory duties. The examination work is an arduous nature of duty and assigned in addition to ones own work. Mostly the IPs/ASPs are called on Sundays/Holidays for invigilation duty. The IPs & ASPs engaged for such examination duty are being paid honorarium, @ Rs. 20 for a single session and Rs. 40 for a full day.  Paying such a small amount in the name of honorarium is nothing but degrading this cadre. As such the members of this Association are reluctant to perform the examination duties and have some resentment over the issue.

The existing honorarium is fixed during 1972 i.e., nearly four decades ago and the amount being paid is very meager and it is not at all sufficient to compensate, even the traveling expenses. Many times this issue was brought to the notice of the administration but we are sorry to say that it did not evoke any response, which is demoralizing us. A lot of pressure is gradually mounting on members our Association to take up agitational programme.  

            In these circumstances and with the views of all our members, it is decided in the Circle Working Committee meeting of this Association held at Yercaud (Salem) on 29.10.2010 and a resolution has also been passed, to stay away from any such examination invigilation/squad duties on Sundays and holidays. We request your goodself, kindly to EXCLUDE our IP/ASP cadre from invigilation/squad duties.
